For good measure, the State Attorney and local city government should arrest the entire police department this time. Who, exactly, is going to be doing the arresting? Things could get interesting.

Simple fix
Declare martial law. During the Civil War Draft Riots in New York, in 1863, after three days, Federal troops arrived from Gettysburg, and declared a curfew. When rioters appeared in the streets, the troops opened fire killing many and injuring many more. At this point, Bishop Carroll intervened and asked for calm. Thanks to the bishop's intervention, the rioting stopped.
Al Sharpton might profit from their example.

“Protests” (sometime known as riots) are now justified (by some Milwaukee officials)when armed thugs are shot by police.
