Surely, the New York Times is guilty of inciting a riot. They should be held liable in civil court for all damages, and the publisher should be criminally charged.

Writer probably knew he’d be accused of inciting a riot, so put it in both ways to claim typo.
Folks, the police need a directive from you, the law abiding citizens who are tired of this fall back, “room to destroy” BS.
Call your elected officials and tell them in no uncertain terms that if they do not start sending a very strong message to those who will incite riots and unrest, they will suffer at the polls.
The police can’t even bring up the riot gear they need to deal with this crap because the DOJ, at the behest of the BLM, said it is too intimidating. It is supposed to be intimidating when you are breaking laws and harming officers, destroying property.

We need to get back to the days of it the riot police have to come out, they are coming out in a phalanx, fulled armored and willing to engage. Push those engaged in riots and aggravated civil disturbance off the street, snatch leaders, and arrest every person who does not disperse.
If the police are not allowed to do it, then the people may be forced to use other means to disperse rioters.
