Some coroners are better than others. Some have no forensic training, and some have no curiosity whatsoever. Coroners with no curiosity whatsoever, live longer.
The medical examiner is probably the one preparing the file. The coroner reviews the evidence and makes the determination on cause of death during the inquest.
