file 13,000 individual law suits in return.
they could not possibly have looked at 13,000 cases in between the time of the ruling and now, so they ignored the spirit of the ruling and did what the ruling specifically prohibited.
Make them explain how they approved every single case, individually in that amount of time, and then cite McAuliffe for contempt of Court.
