What this does is make the girls to blame for the rapes and various sexual assaults. THEY have to have the bracelet, the tattoo, not wear regular clothes, not be in the wrong place, etc.
The message is “It’s not the mohammedans’ fault - it’s the GIRLS’ fault”. So the GIRLS have to do something, to prevent (supposedly, of course useless) being raped and molested.
Sickening.
