How are hordes of Africans getting to Central America in the first place, let alone getting past Mexico's own border wall in the south and across Mexico to Tijuana? They're getting some pretty major assistance, in order to be able to do this at all. Poor Africans are not going to have the financial wherewithal for an ocean crossing. I suspect we're paying for it, somehow.

Anybody in the world can get a 30 day visa from the Mexican goberment. For example, you pay the right bribe at the Mexican consulate in Karachi. You fly to Mexico city, get off of the plane and take a bus to the U.S. border and jump the fence, go through a tunnel, whatever.

In this case the article states that the Africans flew into South America and traveled overland to Tijuana, a stone’s throw from San Diego.
