Kaine’s a liar: the police chiefs don’t decide to do this on their own: they are employees who are directed by the elected governing City Councils via official resolutions or ordinances of said “phantom” sanctuary cities.

Exactly. The police chiefs don’t decide these policies. They may carry them out and may agree with them but it’s not their decision. The policy is decided by Democrat city councils and Democrat mayors.
