The 17% mentioned are residents of the Chicago housing projects

I suspect most people who are heavily dependent on gubmint money are miserable (the work is incredibly easy but doesn't pay well, and there's no pride in it). They are addicts who don't like their lives, but see no way out.

Turning off the tap of free money would be the most merciful thing we could do in this country.

I used to teach some college classes for students who were mostly on Pell Grants. If they spent half the time studying they spent cheating and whining they would have aced the classes.
