The Chicago Police Department launched mandatory training designed to help officers de-escalate conflicts, including situations involving the use of force and mental health issues.
The program, which Police Superintendent Eddie Johnson is scheduled to discuss Monday evening, is among several department reforms following the shooting death of 17-year-old Laquan McDonald. The black teenager was shot 16 times in 2014 by a white Chicago police officer. Graphic squad-car video of the shooting was released last year, prompting citywide protests, police leadership changes and a U.S. Department of Justice investigation.

I have a much better “de-escalation” tactic -— allow Chicago PD open season on shooting the 1,000 - 1,500 worst gang bangers, thugs, and punks. Just put them down as fast as you can find them. See if that de-escalates the murder rates in Chicago, for a good while at least....

not sure about shots fired, but:
according to one site, 6 have been killed by police- 12 wounded by police in 2016.
9 and 15 in 2015.
vs. 537 total chicago homicides and 483 total shot and killed in chicago or ,2639 shot and wounded in chicago.

of course, chicago is a safe city, by and large- except in the minority dominated sections.
which can be said about most of the most dangerous cities-
and the opposite is usually said in the safest cities-
unless the ‘minority’ that dominates it is asian..

If I were a cop in Chicago, with the BLM attitude and leftist politics of the place, my “de-escalation” plan would be to stay in my patrol car, and if I see anything, call for back and wait until others arrive.
If you come upon an armed robbery in progress, apologize for the intrusion and back away slowly. Try not to upset criminals in any way.

Set up a super secret “shoot, shovel, shut up” team. Take one or two a night. Start the rumor there are vampires in South Side. Maybe a Sateria cult.
After that incident in which 6 policeman got charged in some scumbag’s death, I think the cops in Baltimore tried “deescalation” on their own; as I recall, that didn’t really help in terms of the murder rate there - quite the contrary. Chief Johnson in Chicago might want to look up the “Ferguson Effect”, and give some thought as to what it implies.
Meanwhile, Chicago citizens with middle class incomes face sharply ratcheting taxes and fees while the poor face an increased chance of gang-related deaths. Perhaps all citizens should be permitted self-defense!
Looking at the dashcam video and reading up on the case for a few seconds makes it look like the cop did over-react. The kid had a 3-inch knife and while he did turn quickly, he was not advancing on the officers when he was shot, that I could tell. He was shot 16 times in 13 seconds, most of which time he was on the ground in no position to threaten anyone with a 3-inch knife.
I’m gonna have to vote “bad shoot” on this one.
