Actually, there appear to be three perps. Notice there is another head in the jump seat of the pickup in the second shot.

Haha, apparently he had two of his friends with him, but the guy taking the sign is the one who worked for the company and took the truck...for the sole purpose of stealing Trump signs I suppose.
