That's because they know they're nothing but hired gunthugs now, without ANY of the moral authority of the law to back them up.
Oh, sure - they can "enforce the law" - but so can ISIS gunthugs and drug cartel gunthugs, where they have local superiority in forces.
The same can be said about the all-time low morale as in the US Military, US Border Petrol, and every law enforcement agency in the land.
These are people who joined their respective agency in hopes of enforcing laws and helping fight corruption, invasion, criminality, and evil. NOT aiding and abetting that evil, helping the guilty BREAK those laws, and ordered to betray their own personal ethics in the process.
