Correcto! The neo cons and a few others in positions of power believe that the United States can survive a “limited nuclear exchange” with Russia. They are wrong on any number of counts, including: 1. It won’t be a “limited nuclear exchange”. 2. Russia has more warheads than we do. 3. Russia has a civil defense system and we don’t.

Russia could go do near-space detonations of a few high-yield nukes over the northern US, and blanket the US in EMP pulses.

Much of the infrastructure for communications and power distribution would be wrecked, with significant issues with transportation (think food, resource distribution). Death from starvation would be significant.

We could of course, return the favor in kind, but I suspect that Russia is far more likely to survive such an EMP war than the US.
