Wolf Blitzer was arguing with Rudy about markings on “classified” emails. He claimed it had to have the “banners” or stamped as such on the document. Just having a ((C)) is not enough.
Does a document have to be marked as Wolf described to be considered classified? Would not just a portion of a document automatically make the entire document classified?

To answer your questions, if any part of a document is classified; that is,, marked with a (C), (S), or (TS), the entire document of which it is a part is classified. The banner on each page reflects the highest classification of anything on that page. If nothing on that page is classified the banner will read "UNCLASSIFIED." But that pertains only to that page. No classified page would have only paragraph markings as Blitzer erroneously implied. All pages would have a banner and the entire document would have a cover sheet reflecting the highest classification of anything therein. My information is first hand.
