We should all keep this in mind when those silly stories are posted on obscure websites citing "anonymous NYPD sources" giving information about lurid sex scandals involving young children, trips to some island on Jeffrey Epstein's jet, etc. There's a good chance those outlandish stories are but out there to divert attention from the real story, and to diminish its impact in the news.
This report would be devastating, if true. I would assume that Russia, China and Israel are three of the five. I don't know what other foreign intelligence services would have the means and the motivation to do this.
