They are investigating what their boss tells them to investigate. Announcing that investigation is designed to put it into voters’ minds that there is really something to investigate and this is all a hoax.

On the surface, that comment could be construed in two ways: (1) as a promise that "the fix is in," that the election will somehow be rigged in Hillary's favor; or (2) as a promise to fight as hard as possible, within the law, to assure her victory. In other words, option #2 could just be the bravado statement of a true believer, refusing to accept the possibility of defeat for his hero Hillary.

So the Democrat filing this complaint could be trying to put a false spin in his own, real email, in order to discredit the Trump camp, or to cast a shadow on the legitimacy of the election, by saying that the email is a fraud. At any rate, this election just gets weirder and weirder.
