That is what the USGS is saying. Recycling is probably the answer.

So what? These mini anthropogenic “quakes”, if at all, are only superficial. Oklahoma NEEDS oil or they are the poorest State economically. During oil boom, OK is awesome. Oil bust causes some gubmint skool budgets trim down, but OK survives for the most part.
