Hmm did she have a immigration visa when she arrived, and did she report to the immigration office? If she did that would explain that she she had a green card, but being a legal resident does not allow her to vote until she becomes a naturalized citizen.
I assume she is a naturalized citizen, so there is no reason for her to be afraid unless she commits treason, or something like that.

Can't even count the number of teens who enlisted during WWII ... some as young as 13-14.

Yep.
I used to have a hunting and fishing partner who managed to enlist in the Navy at about 15 during WW2. He actually piloted landing craft on Pacific Islands before he was tracked down and sent home. World War 2 was over, so he enlisted in the National Guard when he was legal and served with distinction in Korean War combat.

No visa, she arrived with a wet back, hence the term “wetback” as we always called them, but at some point she applied for a green card and she got one. She did not vote
