I was speaking to the California plan, which will be every state should the NEA have their way.

Yes, I was not NEA—NEA kicked out the Missouri State Teachers Assoc. back in the early 70s when MSTA refused to require NEA membership. NEA is back here but mainly in the cities. On the other hand, the Missouri teacher pension plan is relatively solvent, esp. compared to the Calif and Illinois systems.
