One of Trump’s major promises was/is to repeal and replace Obamacare.
He ran on repaealing and replacing Obamacare. Medicaid has been around for 50 years, and it is far more entrenched.
In general, Trump really didn't go after established entitlements at all. That is the "it" that he didn't run on. Perhaps the replacement for Obamacare can set the table for a future Medicaid reform.
