O can declare martial law and cancel all he wants. His term still ends of January 20, and Speaker Ryan becomes Acting President if no other alternative is chosen. Federal paychecks and disbursements would be issued under the authority of the Acting President, not under the authority of the leader of an attempted coup or revolution.
