It makes sense to me. (even if I’m not sure it will work) My take on it is simple. Trump thinks Romney brings instant credibility to his administration and a more measured, temperate hand. Most of that is directed at International relations. Some toward the Dems.
That’s my guess.

That's right. It has many upsides and only a few negatives - and an SoS can quickly be asked for his resignation if he goes off the reservation. I would be more worried about Romney if he were, say, Governor of Utah than what he would do in any Administration post.
One important note: Jeb Bush has not been asked to do a single thing. :)
