The problem might be that Trump didn’t have a lot of friends and supporters in the party. He doesn’t have a big pool of those to choose from. And some of the most prominent ones seem to have either failed the vetting process or decided they’d rather work in the private sector.

Bringing in total outsiders sounds good, but most of them probably have no interest in a government position. And others might not have any relevant experience. Trump thinks like a businessman. Businessmen hire people with experience in their field, not “outsiders” who come from completely unrelated backgrounds.

The Constitution has the Ineligibility Clause ( Article 1, Section 6, Clause 2) which states:

“No Senator or Representative shall, during the Time for which he was elected, be appointed to any civil Office under the Authority of the United States, which shall have been created, or the Emoluments whereof shall have been increased during such time; and no Person holding any Office under the United States, shall be a Member of either House during his Continuance in Office.”

Looking at the above, it looks like There is nothing that specifically prohibits a VP from also being a cabinet member, but I think it can be fairly argued that it goes against the spirit of the Ineligibility Clause anyway.
