It doesn’t make sense because the deadline was 11/21 for 3 voters from each district to request a recount. With deadline passed, why are they allowing this?

Individual jurisdictions have decided whether to do recounts based on the affadavits. I have read of at least four counties rejecting the requests. This is the first one I have read about where the requests have been accepted.

Of the 75 divisions, Hillary won 73 and Trump won two. Hillary’s vote in Philly was 85%, so it’s hard to envision many votes flipping.

The Democrat requesters are upset that there will be no forensic examination of the software, so not altogether a negative decision.

Possibly because Philly is Democrat Party controlled.
