The Voting Rights Act handed all sorts of power to the Federal courts over state election processes

But Congress cannot amend the Constitution by legislation.

The power to appoint electors was given to State Legislatures. The fact that Michigan, Wisconsin, Pennsylvania (and 47 others) exercise their authority through the mechanism of allowing idiots to vote does not remove their authority in this matter.
