While I like the direction this goes, I have to say that it assumes we know when exactly the point that life begins, and not knowing that risks murder, and assumes the role of God.

It’s a good first step. We conservatives sometimes want to squash everything at one time when it is easier done one step at a time. Notice how liberals have used the step by step incrementalism for years.

We do. Human life begins when a human ovum is fertilized by a human spermatozoan. After that occurs a new, distinct human life exists.

That human's heartbeat doesn't become detectable until some weeks later. Still, this legislation is a good first step toward sensible reproductive health laws.
