Stark and Kimmel were
warned that a breakdown of negotiations could lead to a Japanese sneak attack. In 1932, US Navy
wargames simulated a successful attack on Pearl Harbor. Kimmel and Short could easily have had their staffs on alert and prepared to look for signs of both Japanese naval attack and sabotage. The two were derilict in their duty.

What were the findings at their courts-martial?
