Of course in their own neighborhoods, they have their form of the mafia, but keep it there.

Remember you're dealing with an infantile mind with no former military training. He probably assembled his kit from devices found in video games. He was too stupid to realize he'd be stopped by security if his intent was o actually harm Trump. I'm guessing he lives in a fantasy world with little interaction from his parents who probably run a business.
