I’m sure that foreign governments and malicious people could use all types of illegal means to destroy our privacy and undermine our democracy. That’s Putin’s intent. He doesn’t really like Trump, even if he says some benign things about him. Putin’s agenda is to 1) Stay in power, stay wealthy, and avoid prosecution for his crimes against the Russian people; 2) Restore the Russian/Soviet Empire; and 3) Split NATO so he can become the dominant world power. Undermining democracy in the USA and any other nation is necessary to assure that his own authoritarianism goes unquestioned.
