The "incoming administration" is Trump. Are they saying that the silence will continue because they believe Trump supports the rapid enlargement of NATO?

As far as I know, NATO has ALREADY expanded. Are the Russians expecting us to throw out the Baltic Republics, Romania and Bulgaria? That would be a kick in the teeth if we did that. Who would want to ally with the USA if that happened?
If they're just talking about the Ukraine and Georgia, I'd say yeah, they should NOT be part of NATO, but I don't think they should expect us to kick any nation out.
