I read a bunch of it. Looks like a typical “white paper” released by a security contractors to impress upper management types. It appears to say a lot but doesn’t really say that much. In particular it does not offer proof that Russia was behind the hacking - at least I did not see it - but then I did not read every bit of it.

Correct. It was a copy and paste job by an FBI intern. I recognize much of the language from other similar "reports" from various consulting firms and Windows / Linux / Unix Systems Administration & Security 101 books.

The entire report is an F'ing joke. Our "intelligence" agencies claiming the Russians used the most commonly discovered attack, Spearfishing? Seriously? LOL!!

Any script kiddie can do it.
