There is a major difference between the National Guard and those on active duty or in the reserves.
All members of the National Guard serve at the discretion of their commander. A member of the Guard can be removed on a moments notice.

Evidently the general in charge in the District of Columbia is the only one appointed by the president. That’s an interesting bit of information to me.
What do you Army types think of this guy? Is he just some obscure military bureaucrat, or are there any reports on whether he is good or bad at his current job? Has anyone heard anything about him, or is kind of silly to think anyone may have heard about him?
I don’t know how that works in the Guard.

You were probably addressing the movement of generals around, and the frequency variances.
