Contracting, liquor and gambling licensing, and bank charters are all specially prone to corruption at the state level, while roads and planning and zoning are the most prolific sources of local government corruption.

Anyone with a cursory knowledge of Korea and politics will tell you that the class of Koreans who get involved in politics are inclined toward political corruption. And many Korean immigrants are quick to assume the same political corruption is endemic in the U.S. Hogan is her second husband and long-time political figure. I understand it's farfetched, but certainly not and argument based on race, per se.
