There’s certainly some complicated fiscal fairy dust that needs to happen, but “redirecting” might mean taking funds that were already appropriated years ago by GWB for the same purpose, but never executed. This would avoid the time lag for a new appropriation. And the wild card is how much Mexico might pay.
Whatever the case, it’s called WINNING and my head is getting dizzy from it.
