You should see them in college: They pass around papers so much their plagiarism causes them to be expelled from American universities. In India, plagiarism is expected.

You are absolutely correct.

In one of my previous positions, one of my assignments was to create a test for tech-writing candidates...a test that could be varied each time it was given.

The reason?

The company was hiring tech writers in India and they cheat so horribly there (taking pictures of tests, writing down questions, and passing it along to all other candidates) that they needed a variable test that couldn’t be copied and used to cheat.

Oh, and by the way, as an editor, I can say their writing is horrible and whatever money the company thought it was saving by this ‘cheap labor’ it lost in the time it took to test the documentation and edit it to bring it up to the most compliance with the most basic rules of English grammar and composition.
