Only those who are ignorant don't know that niggardly and guerrilla have nothing to do with race.
Niggardly means being stingy, and guerilla means rebellion war or something like that.

Yep, if you are describing a Somalian who is a bushwhacker and never picks up the tab, better to just describe him as a "bad guy".
