I'm confused as to how so many different jurisdictions can rule on this matter. I thought that challenges to federal policies had to go through courts in the DC circuit.
Doesn't this imply that the Trump administration would have to convince all 11 circuits of the legitimacy of his policies? Doesn't seem right to me.
