I don’t think this is true. However, It doesn’t matter if it is anyway.
There have been several justices that have been recommending it for years, including Justice Kennedy who sat on the 9th circuit.
I just heard Rush discuss this and he clearly stated that the Congress has the authority to do this. They can’t interfere with “operations” but they define the districts and whatnot.
