Yeah - I thought the same thing as I was listening to the clueless bureaucrats -> they had no idea whether the thing was going to totally fail once it partially failed ... and they were using words like 'we don't believe' it's going to totally fail. Oh, gee, OK I think I'll stay in my home based on that.
