There is some concern
of emanate domain
especially along the
Texas border.
Animal rights activists have
also threatened law suits
regarding wildlife access
to the river. Ranchers also
depend on Rio Grande water
for their livestock.
I would wonder if one of
those bidding on the wall
has contemplated building right
down the middle of the river?
I’m sure something could
designed that wouldn’t catch
debris or impede the flow of
the river. The use of a ladder
to scale the wall would also
be made more difficult, as
would tunneling underneath.
The US side could still be
patrolled with boats.
Getting water for live stock is easy enough with a pipe and and a pump. Just create a stock pond on the US side.
Even easier would be a gate
Dredge the Rio Gande and make the worlds most awesome navigable canal. The Wall could serve many purposes.

Concerned about a dam river? May be they need to find alternatives to the river for water. Unless Mexico allows the wall on their land, the wall has to go on the US shore, so it must cut off access to ANYONE attempting to get from the river to the US land. That includes preventing snakes, lizards, frogs, cows and humans.
