Additionally the bidders will be asked to submit five projects they have completed of a similar size and scope for the Government with contact information and show similar experience for their Design team member firms.

I would imagine that they will let five to ten contracts for this project. and have all the Awarded contractors starting Design at the same time with Construction starting in as little as 60 days after award. There will be large “liquidated damages” penalty amounts for non-completion by certain dates.

How would they submit previous work for a job this massive?

I think I’d like to see a winning design take the win for one identical wall all the way across too.

I expected some sort of performance clause.

Seems like this kind of a construction contract could be the end of your business, if you didn’t perform up to spec.
