There is a constitutional requirement for the president to give the Congress information on the “State of the Union” but doesn’t state a place or time or even how often. “From time to time” is the actual language I believe. I suppose the requirement could be fulfilled by simply sending them a letter but then that wouldn’t be very entertaining.

Sending a letter to Congress was indeed how presidents did it before they realized how much more fun radio and television could be :-)
