The headline states, "Congress Quietly Passes Bill S211".

That means, unless S211, whatever it is, is on DJT's desk, the article lies.

True, BUT... FAKE headline, then.

This is the headline as copied FROM THE ARTICLE, not FR. (although they are identical)

“With Media Focused On Attacking Trump, Congress Quietly Passes Bill S211 To Reform Immigration”

I think an article with a totally FAKE, not misleading, but FAKE headline qualifies as FAKE NEWS.

Many will never even read the article, only the FAKE headline. Mission accomplished.

I vote the article to be FAKE NEWS.
