As mandated fuel efficiency kicks in, states must raise taxes to keep revenue stable.
It may be a quibble but taxes are a charge on gas. It is part of the cost of acquiring gas. Gas is simply another mechanism for the government to collect revenue. That it is so well hidden makes it easy for the government to blame the big greedy oil companies for higher prices.
