No, this is exactly what he should be doing. An independent counsel that he knows is an honest (and conservative) one is needed. Sending stuff to Congress just leads to nothing.

Special Prosecutors. They’ve brought down Nixon. And Slick Willie also.

Sessions should hire 8-10 Special Prosecutors.

One for Obama. One for Hillary. One for Lynch. One for Bill. One for Lerner. One for Holder. One for Podesta. One for on and on and on....

Let the hearings begin. To allow the previous regime to get away with their crimes and felonies would be treasonous to the spirit of America.

“Well, I’m going to do everything I possibly can to restore the independence and professionalism of the Department of Justice,” Mr. Sessions said. “So we would have to consider whether or not some outside special counsel is needed. Generally, a good review of that internally is the first step before any such decision is made.”

Sessions is doing his job. I suspect that the internal review will find some serious problems. What better way to get public buy-in and mute Dem opposition than bringing in someone from the outside to make it "non-partisan"?
