That's what Ryno and Ditch would like you to believe. But they can do a lot more, virtually all of it, on reconciliation. All they need is for Pence to overrule the (Democrat) parliamentarian. (And BTW, why is that parliamentarian still in place?)

I really hope Trump has some grand strategy here, but as of now, I’m not seeing it.
Pence has been out the past couple of days (including today) pimping this plan to conservatives.
Sorry to repeat myself, but I cannot believe Trump would screw over those of us who trusted him, supported him, and voted for him, to work with Paul Ryan! I hope I’m wrong, but after what Trump and Pence have been saying the past few days, I think we’re getting ready to get thrown under the bus on this.
