These sh!tholes are “sanctuaries” because while Americans flee, they only appeal to Third Worlders that are even worse off. This is happening all over my state of NJ; the better areas used to attract people from collapsing ones, but now those fleeing don’t even re-settle in the state - they leave altogether (especially young people starting off - they don’t want to buy into an annual property tax bill of $10K as soon as they buy a home).
The original slump in NJ occurred in the NYC suburbs; now it is pronounced in those areas (northwest and central Jersey) where NJ taxpayers used to re-settle as the abandoned the former.
