Another approach I would like, is to shift the responsibility back to the educational institutions.
Colleges would be required to be responsible for all loan amounts in excess of one year post graduation income. For instance, if a biology degree holder only earns 35K a year (starting) after graduation, all loan amounts above the 35K (4-year) would be the responsibility of the educational establishment.
This would immediately force universities to reign in "studies" programs and other non-educational degrees that have proliferated on campuses.

Another good yardstick to measure by, for sure!
You've got to wonder just how many xyz studies programs would survive if the enrolling students had to pay market rates of interest which reflected the risk of not getting paying jobs with degrees in those fields.
