I worked for the government, all about empire building. I can guarantee you that no government executive wants to shrink his department, all about more, increasingly complicated, expanded authority, and increased funding.
Sad but true.
Sounds like any big wig manager that I worked under in corporate industry. All they thought about were themselves and their little fiefdom. Not the empire in itself, just what they had their grubby mitts around.
It all sounds oh so familiar doesn't it. Pitchforks and pointy sticks (or fast moving ones) come to mind.

The only way to overcome it is with massive budget cuts, or better yet, completely disbanding an agency.
