The hardest thing to prove is whether Zero actually ordered the surveillance. But he didn't need to. After eight years, the Deep State knew its job and didn't need the Commander in Chief to spell it out. Just as Lois Lerner knew her job was to use IRS power to torpedo the Tea Party in 2012.

Actually, Lois Lerner committed multiple easily provable felonies by sharing confidential taxpayer information with unauthorized parties.
Zero's corrupt Department of Jesters just didn't prosecute those felonies.
