It not likely that the US is going to lower the immigration levels in the US. Without immigration, the US would have a negative population growth rate.

Currently, according to the CIA Fact book, the US has a birth rate of 12.5 per 1000, a death rate of 8.2 per 1000, a net migration rate of 3.9 per 1000.

And that all adds up to a population growth rate of 0.81%
